很高兴和大家在外交部蓝厅相见。首先，衷心感谢外交部提供的“中国式现代化的地方实践”全球推介活动平台，让我们有机会向大家介绍海南自由贸易港，衷心感谢王毅部长刚才热情洋溢的致辞，衷心感谢将要致辞的瑞士驻华大使白瑞谊阁下、新加坡驻华大使陈海泉阁下、阿联酋驻华大使哈马迪阁下，对各国朋友的拨冗光临表示热烈欢迎和由衷感谢！It is a pleasure to see you all here in the Blue Hall of the Ministry of Foreign Affairs. First of all, I would like to express my sincere gratitude to the Ministry of Foreign Affairs for providing us with this global promotion platform under the theme of “Local Practices of Chinese Modernization”, enabling us to introduce the Hainan Free Trade Port to you. I would also like to extend my sincere gratitude to H.E. Minister Wang Yi for his warm remarks just now. My appreciation also goes to H.E. Jürg Burri, Ambassador of Switzerland to China, H.E. Peter Tan, Ambassador of Singapore to China, and H.E. Hussain bin Ibrahim Al Hammadi, Ambassador of the United Arab Emirates to China, who will deliver their remarks shortly. Furthermore, I want to welcome and thank all friends from various countries for taking the time to attend this event!海南处在中国的最南端和改革开放的最前沿。在这里建设自由贸易港，对中国、对世界都很有意义。对中国来说意味着什么？建设海南自由贸易港是习近平主席亲自谋划部署推动的重大国家战略。目标任务是加快建设具有世界影响力的中国特色自由贸易港，让海南成为新时代中国改革开放的示范，把海南自由贸易港打造成展示中国风范的靓丽名片。中共二十届三中全会提出“加快建设海南自由贸易港”。海南正对标当今世界最高水平开放形态，建设更高水平开放型经济新体制，谱写中国式现代化海南篇章，展现“中国开放的大门不会关闭，只会越开越大”的信心决心。Hainan, as China's southernmost province, stands at the forefront of the country's reform and opening up. The construction of a free trade port on Hainan is of great significance for China and the world. What does the Hainan FTP mean for China? The construction of the Hainan FTP is a major national strategy personally planned, deployed, and promoted by President Xi Jinping. Our task is to accelerate the development of a free trade port with Chinese characteristics and global influence, with the goal of making Hainan the epitome of China's reform and opening up in the new era and the Hainan FTP a shining Chinese model in the world. The Third Plenary Session of the 20th CPC Central Committee proposed “accelerating the development of the Hainan Free Trade Port”. In line with the highest level of openness in the world today, Hainan is building a new and more open economic system and writing its chapter on Chinese modernization, demonstrating China’s firm commitment to opening itself wider to the outside world and never closing its door. 对世界来说意味着什么？海南面向太平洋和印度洋，连接14亿人口超大规模的中国国内市场和近7亿人口的东南亚市场这两个最具活力和潜力的市场，有利于推动全球要素资源的跨境流动、优化配置，推动外资企业进入中国市场和中国企业走向国际市场，构建中国与共建“一带一路”国家和地区、与“全球南方”开放融通的新格局，更好地助力经济全球化，推动构建人类命运共同体。What does the Hainan FTP mean for the world? Facing the Pacific and Indian Oceans, the Hainan FTP stands at the intersection of two of the world’s most dynamic markets with the greatest potential: China, with a population of 1.4 billion, and Southeast Asia, with a combined population of nearly 700 million. These conditions are conducive to promoting the cross-border flow and optimal allocation of global factors and resources, enabling global enterprises to enter the Chinese market and Chinese enterprises to enter the international market, and creating a new Chinese paradigm of openness towards and integration with countries and regions along the Belt and Road and of the Global South, thereby contributing more to economic globalization and the building of a community with a shared future for mankind.当前，海南自由贸易港建设已经成型起势，高质量发展态势日益显现，与国内外交流合作越来越深入，前景越来越光明。下面，我向大家作个简要介绍。At present, the construction of the Hainan FTP has taken shape and is gaining momentum, with the trend of high-quality development becoming increasingly apparent, exchanges and cooperation with domestic and foreign parties increasingly in-depth, and the prospects increasingly bright. Now, I would like to introduce the Hainan FTP in more detail.第一，海南自由贸易港是国际化的。海南有很好的开放基因。早在明清时期，大批海南人就活跃在海上丝绸之路上，让海南成为中国最早开放的通商口岸之一。几百年来，“走出去”的海南人和“走进来”的外地人越来越多，共同形成开放、包容、公道、友善的人文环境。如今，我们又有最优惠的税收政策，正逐步实施“零关税、低税率、简税制”政策，企业和个人15%所得税等政策让经营主体持续受益。有最简短的外商投资准入负面清单，并率先实施中国首张跨境服务贸易负面清单。有最宽松的入境政策，免签已成为外国人进入海南的主要方式。2025年底前封关运作后，贸易和投资自由便利水平还将全面提升。First, the Hainan FTP is international. Openness is in Hainan’s DNA. As far back as the Ming and Qing Dynasties, many Hainanese merchants had been active on the Maritime Silk Road, making Hainan one of the earliest regions in China to welcome international economic and trade exchanges. Over the past few centuries, more and more Hainanese heading out into the world and more people from outside settling in Hainan have contributed to the formation of an open, inclusive, fair, and welcoming social atmosphere. Today, the Hainan FTP boasts China's most favorable tax policies. We are gradually implementing zero tariffs, low tax rates, and a simplified tax regime. Policies such as the dual 15% income tax cap for enterprises and individuals are benefiting market entities. The Hainan FTP has China's shortest negative list for foreign investment access and has implemented China's first negative list for cross-border trade in services. The Hainan FTP has China's most liberal entry policy, with visa-free entry becoming the main way for foreign nationals to enter Hainan. Once special customs operations come into effect by the end of 2025, the liberalization and facilitation of trade and investment will be further enhanced.第二，海南自由贸易港是绿色化的。我们有绿色的自然环境，有中国连片面积最大的热带雨林国家公园，其生物多样性指数与巴西亚马逊雨林相当，生活在其中的世界上最濒危灵长类动物——海南长臂猿增长到7群42只。有绿色的生活方式，新开工建筑中装配式建筑占比超70%；每销售两辆新车当中就有一辆是新能源车，明确2030年全面禁售燃油汽车；位于博鳌亚洲论坛永久会址的东屿岛近零碳示范区降碳96.2%，获德国能源署“零碳运营区域认证”。有绿色的能源结构，风电、光伏、核电等清洁能源装机占比超80%。从全世界看，海南生产的产品和提供的服务的“碳足迹”都会非常低。Second, the Hainan FTP is green. The Hainan FTP has a green environment represented by the Hainan Tropical Rainforest National Park, which boasts the largest contiguous tropical rainforest in the country with a biodiversity index comparable to that of the Amazon rainforest in Brazil. The population of the Hainan Gibbon, the world's most endangered primate, has increased to 42 individuals across seven groups. The Hainan FTP leads a green lifestyle. Prefabricated buildings now account for more than 70% of newly constructed buildings. One out of every two new cars sold is a new energy vehicle, and the sale of fossil-fuelled vehicles will be banned by 2030. The Dongyu Island Near-Zero Carbon Demonstration Zone, where the permanent venue of the Boao Forum for Asia is located, reduced its carbon emissions by 96.2% and was certified as a "Zero-Carbon Operation Area" by dena, the German Energy Agency.The Hainan FTP boasts a green energy mix, with the installed capacity of clean energy generation such as wind power, solar power, and nuclear power accounting for more than 80% of Hainan's energy mix. From a global perspective, the carbon footprint of the products produced and services provided by Hainan will be very low.
第三，海南自由贸易港是法治化的。我们有较为完善的法律体系，国家专门颁布《中华人民共和国海南自由贸易港法》，海南制定优化营商环境、公平竞争、社会信用等系列配套法规。有公正的司法环境，成立知识产权法院和涉外民商事法庭，并推行包容审慎执法。有便捷的法律服务，加快建立调解、仲裁、诉讼有机衔接的“一站式”国际商事纠纷多元解决机制，让全世界投资者在海南投资前景可期、童叟无欺。
Third, the Hainan FTP is law-governed.
The Hainan FTP has a relatively complete legal system. The state has specially promulgated The Hainan Free Trade Port Law of the People's Republic of China, and Hainan has formulated a series of supporting regulations to optimize the business environment, fair competition, social credit, etc.
The Hainan FTP guarantees a fair judicial environment. We have established an intellectual property court and foreign-related civil and commercial courts, and promote inclusive and prudent law enforcement.
The Hainan FTP provides convenient legal services. We have accelerated the establishment of a "one-stop" multi-party dispute resolution mechanism for international commercial disputes that organically connects mediation, arbitration and litigation, ensuring that investors from all over the world can enjoy promising investment prospects in Hainan with their legal rights and interests fully protected.
最后，真诚邀请各国朋友来海南自由贸易港投资兴业、旅游度假，共同感受中国改革开放的力度和温度，共同分享与海南合作共赢的机遇和红利。
I would like to conclude my speech by extending a sincere invitation to friends from all countries to come to the Hainan FTP to invest, start businesses, and travel, witnessing the scope and strength of China’s reform and opening up and sharing the opportunities and dividends of win-win cooperation with the Hainan Free Trade Port!
